I want to say "Yes" but I fear that there may be too much at stake, in which case I believe that the Doctor would choose not to mess about with time lines even if it would ensure his (and Rose's) happiness.
I’ve deliberately chosen the Doctor at what’s probably his lowest point in S3 (you don’t get much lower than asking the Daleks to kill you), as I think he’s just the wrong side of madness at that point – if he could get Rose back I think he’d do it, and hang the consequences.
I would love him to do that, though *sigh*
He may do, yet. Depends, in part, on how this poll turns out :)
