Summary: He'd not expected her ever to use it.
Of course! She’d given him her phone when she’d left. He’d just dropped it on the console and promptly forgotten it; given the terms of their parting he’d not expected her ever to use it.
He’d behaved like a heel to her – he’d been shell-shocked still by what had happened at Canary Wharf, was missing Rose like nobody’s business, but that hadn’t excused his behaviour.
After a while they’d managed an uneasy truce. But she hadn’t been the one he’d wanted with him – and they’d both known it. Martha wasn’t Rose, couldn’t be Rose.
And that was their main problem.

She left the phone with the Doctor at the end of Last of the Time Lords - there's dialogue about it. :)

Yeah, the whole Martha-trying-to-slide-into-Rose's-place thing was never going to end well.
You’re not kidding. I feel sorry for her, more than anything; being a companion when that happened to your predecessor makes things more difficult than they need to be.

Yeah, that was quite the train wreck of a companionship.
And that's an understatement!
I like Martha coming into her own at UNIT, though.
I had a(nother) plot!bunny bite me on this episode, so you may yet see more of Martha as she was here.
