DW official merchandise and Rose Tyler

Is there, does anybody know, a particular reason why the official DW merchandise would seemingly prefer on the whole not to acknowledge either the existence of Rose Tyler, or any effect her character might have had on the Doctor?

The usual agreements regarding merchandise do involve totting up sales of things that include one's image - which may be why they seem to be minimizing Catherine Tate's image uses as well (four books, hmph).
