In theory, yes, although this is sci-fi so just about anything could happen. And if I need a work-around, Ten II could just possibly come in useful.

ETA: And to be honest I think at that stage the poor man’s so far gone that he won’t much care about Reapers. Which could make for an interesting tale of its own, I reckon ...
I wonder how Rose would react to it all. I mean, she went through the trauma of having to watch her father give up his life for her just because she screwed with time. She'd probably be completely disturbed to see the Doctor now screwing with time.
It’s a good point. Given that I doubt Ten II would have told her much, if anything, of what Ten had been like during that period, I think it’s arguable that actually seeing with her own eyes what he’d been like in that time would distress her just as much.
