Summary: I couldn't tell him.
I couldn't tell him. I couldn't. Even in the state I was in, I knew that much. There was no way I could lay that sort of pain on his head.
He'd said it was impossible for him to come through properly, that two Universes would be in deep trouble if he did; if I'd been able to touch him, hold him, then I might have made a different choice.
But he couldn't and I didn't, and I'll have to live with that decision for ever.
And that I didn't lay that burden on him is naught but cold comfort now.

Yup.
Making what she felt was the right decision doesn't do her any good, and she can't see if it's done the Doctor any better.
And so she’s really starting to think that it was the wrong decision, and it’s hard to fault her.
