Her silence is answer enough. They know each other well enough by this stage to know when the other isn’t being entirely truthful. So she knows that she cannot lie, it just wouldn’t work.
Oh, Rose.
He closes his eyes against the tears that threaten his composure. That’s briefly successful but they tear up again when he opens them and this time he can’t hide it. The universe (or chaos, or fate, or just sheer bloody bad luck) has taken everything from him, again, and there’s nothing he can do about it.

principia_coh below, the way DT plays that line means (IMHO) that this is about the only way it could ever play out.
Of course, knowing RTD and co., they'll sort it so that this is completely AU by the end of Season Four! ;)

Given how DT played that particular line, this is really the only way I can see it panning out; even though she denies it so soon afterwards, that little bit of silence is damning, isn't it?
